Sounds like a great idea, aside from the still rather hefty power requirements.

I'm going to need to see an exact figure for KW/H per liter of water, along with a bill of any consumables required for continued use on that device before I consider it viable... Militaries buy LOTS of things ordinary industry or individuals can't afford.

In the meantime , there's cheap locally made biosand filters for those poor people in Haiti, who certainly don't have NEARLY enough electric power to pump water, let alone run one of these machines!

How about condensing atmospheric water on a cold peltier device powered by a small photocell array?

The hot and cold surfaces of the peltier could be arranged to promote air circulation through the device. How many devices would be needed to provide enough water for one person?
