Liquid drop toy

I have seen similar toys to these at my local dollar shop.

What is the colored liquid?
I've seen some sites describe it as oil but it can't be because it is denser than water (unless it is highly brominated or chlorinated).

My gut feeling tells me that it could be CCl4.

I expect that the colourless liquid is oil, and the coloured liquid is water.

I go with DraconicAcid in this one. I would expect the coloured liquid to be dyed water and the other liquid to be some sort of oil. The water would descend, passing through the oil like a tiny drop. At the bottom, to give that nice effect, I expect to find a denser oil making a tiny layer.
