Does anyone know how to glue cpvc pipc, pvc pipe, polyethylene, vinyl beside using screws, nuts or bolts. Their will be little pressure, they will be
painted but their will be lots of moisture and water. Can any one please help me with this little problem.

PVC cement will certainly work for PVC, not sure about most of the other plastics, but I assume it would work fine.

Before moving to my current lab I had an outside lab bench for making dimethylamine and other smelly reax. I plumbed it with 3/4 " pvc. I glued it
with pvc glue and it held up for 7 years and would have kept on going for another 7. When I mix PVC with ABS there's another glue that works on
both.
Oh and yes acetone works too. Cyclohexanone works and lets you work a little more slowly.

From personal experience, acetone works great for solvent welding ABS and OK for solvent welding PVC. (I ran out of dedicated cement ). The only problem is that it evaporates very quickly, so you have to work fast.
Specifically, are you planning to use PVC?
