I was wondering how to make PVC powder from PVC bags or pipes, are these even pure PVC or not?
Any ideas?

The white pipes should be pretty pure, as far as I know.
Use some sandpaper. Or a hacksaw, or a drill. Ball mill/coffee grinder for finer particle size.
