First of all you probably should have asked this question in the same thread you just started about making glyoxime from dimethylglyoxime, because the
two questions are obviously both relating to the synthesis of HNIW.

As to your actual question, yes benzylamine hydrochloride can easily be turned into benzylamine. The only thing you would need to do would be to add a
solution of a sufficiently strong base, like sodium hydroxide. The hydroxide will react with the ammonium ion to yield its freebase (benzylamine)
along with water and NaCl. In response to your other question about making glyoxime from dimethylglyoxime the answer is basically no. There is no
simple conversion of one to the other.
If you don't mind me saying though I don't think it is a particularly bright idea to try your hand at synthesizing high explosives when you are still
struggling with the basic concepts like these. You should really learn the basics before you try to move forward. Especially when you want to move
forward into making compounds that can very easily injure or kill you and people around you.

Also, Glyoxime isn't for HNIW that's Glyoxal. I'm not planning on synthesizing anytime soon, I'm just very curious.

Yes I know that the glyoxime isn't used directly for the synthesis of HNIW. I meant that presumably you were asking about making glyoxime to then
hydrolyze it into glyoxal.

Oh I see. Well in that case nevermind, I was mistaken and those questions should be in separate threads (but in beginnings).
However please do consider what I said in my previous post about learning the basics of chemistry before trying to make explosives.
