Maybe aqueous NaOH freebasing followed by solvent extraction and then distillation.

i thought thiss too.. freebasing it..extract with chloroform then evaporate solvent till cristals apear on the bottom,,but dont know the ratio
of chemicals to perform the step..

Did the label/MSDS state the molar mass? You can figure out the piperazine:citrate ratio from that and add 3eq of NaOH to 1eq citrate.
Slightly excess of NaOH needed to prevent piperazine from reacting with CO2.

no..its nothing writen about piperazine contains..only 100g package.. i been browsing over some pages here on net..and i read out..tht
citrate for contains about 30 percent of free base piperazine... itz weard tht doesnt exist stores which selling a pure hydrate form of
piperazine..

You should add base to 2 pH units above the pkb of piperazine. Then extract with non polar and evaporate. You may want to distill to get a pure
product.

wery good...i just think the same like u wrote, but dont know the quantitative of the ingredients how much add per 100g of piperazine.. do
u know a whole procedure how should i pefrorm the action .. i would begin with 100g of piperazine- citrate .. ?

To me it seems like the best sequence would be add three equivalence of NaOH to the solution with excess water present followed by the vacuum steam
distillation the Freebase piperazine followed by acidification and then final distillation to remove H2O and then possibly a recrystallization to make
sure the product is pure
