Liquid fuel rocketry. I'm sure a static engine can be prepared rather easily, consisting simply of a combustion chamber and leaving the
Oxygen/Fuel tanks off safely away.
There is no sense in adding additional danger by keeping the tanks attached to the combustion chamber, thus creating the potential for overheating,
when you are simply tinkering around..
Once the design is optimized, and you've found the fuel of choice, you can move up from the static testing. And it could turn out to be some fun
Chemistry-- isn' that what we do? Create "energetic compounds"? In this case, though, of course you wouldn't want a
"self-sustained" fuel-- but one that depends on the oxygen tank.
Or, if you intend for it to be a Jet Engine, not sure how you'd tweak it to have an air in-take, but a way could surely be found.

E&W. Construction stopped when the initial motivation dropped, but I can feel it coming back.
Supposedly the person that owns the sites in first link was recently on junkyard wars (or whatever the UK equivalent is) where a pulsejet went up
against a turbojet, pulsejet coming out on top.
Cant say I agree with his reasoning for building the cruise missile, as its obviously a ploy to gain recognition by riding on the terrorist hysteria
instigated by the media (hes a media person, check http://www.aardvark.co.nz/ ). Made worse by his strong denials of this, and making out hes doing it for the good of the world.
Making a cruise missile if far harder then people seem to think, especially under the constraints hes given himself. What should be quite an
engineering feat (if it works!) has definately been spoiled by his motives. Its a shame since his quite ready to help people through the forums he
attends, I actually recieved an email off him giving me advice after he saw a picture of my engine and intentions somewhere.
Heres the latest picture of mine, bit more beefy then my original plans, but it was hard to make it strong yet light enough, using 3 wheels was a
mistake, it would have been easier, cheaper and provide better performance by modifying an existing go-kart frame.

Someone might continue his work. The best way to do it would be to work through the project silently to completion, and then announce publically. He
doomed himself.
The information is out there for those that just have to know. I went to http://gb.espacenet.com and typed 'missile' as the query and was bombarded with information, everything from rocket motors to guidance
systems, to a deployable stowed aileron system.
The information exists publically. Someone will likely do it in the future, but we won't know until it destroys someone's neighborhood.
