Abstract: Pop-up neutral particle beams (NPBs) can suppress brilliant pebbles.
For attrition attacks, modest shielding should suffice, although the pebbles'
survivability could be degraded. NPBs are difficult to negate once operational;
it appears necessary to destroy them during ascent. Doing so effectively would
require the prompt destruction of all heavy launches from missile launch areas.
