Abstract: These papers grew out a workshop on Strategic Defenses and
international Stability held at Los Alamos on October 30, 1987. The workshop was
sponsored by the Center for National Security Studies of the Los Alamos National
Laboratory. The purpose of the workshop was to present a broad discussion of the
relationship between stability and defenses against ballistic missiles. A range
of views about the relationship exists in policy circles in the United States
and among our allies, and this range was reflected in the presentations by a
panel of experts. The term "stability" has a number of specific meanings when
used in public discussion of strategic matters. This report first examines these
different meanings--deterrence stability, crisis stability, arms control
stability, and alliance stability-in the context of historical and contemporary
strategic problems. Each member of the panel of experts then, in turn, assesses
the effects of strategic defenses on stability for each of the meanings given
above.
